However, when it comes to merchant payments—that is, payments made to businesses—discussions are ongoing regarding the applicability of GST on payment gateway services.
This includes the services used by merchants to receive digital payments via platforms like UPI.

In April 2025, NPCI clarified:
“No charge for normal users up to ₹2000. For business payments, MDR (Merchant Discount Rate) may be applicable, depending on the transaction type.”
